This PR adds a Homebrew cask formula for the Syntax Highlight application to a personal tap. The motivation is that Homebrew's official taps don't accept unsigned casks, so this provides an alternative installation method for users who want to use Homebrew to install the unsigned version of Syntax Highlight.

- Added a new Homebrew cask file (
Casks/syntax-highlight.rb) that defines version 2.1.27 of Syntax Highlight - Included automatic quarantine removal via postflight script to handle the unsigned application
- Configured livecheck for automatic version detection using Sparkle appcast

It seems like [Homebrew](https://github.com/orgs/Homebrew/discussions/6482) doesn't want [unsigned casks](https://github.com/Homebrew/homebrew-cask/blob/HEAD/Casks/s/syntax-highlight.rb#L21) in official taps, so adding to personal tap.
