feat: initial site

This attempts to lay out an initial documentation site—including a project charter. The charter includes scope of the project, enumerated goals of the project, mechanisms by which the project will attempt to achieve those goals, and values that we uphold.

Additionally, I'll be adding some questions that we need to answer before officially adopting this charter once the initial draft is more-or-less complete.
