Mimicks rustfmt standard behaviour and after searching through project files for rustfmt.toml, it also tries $HOMEDIR and $HOMEDIR/.config/rustfmt/, as per config/mod.rs.

--edition 2018when rustfmt.toml is not found in project directory.
