cc @kcrusty @alexvoronoi this fixes the build failure of codebases which have rex.notebook enabled. Though if codebase doesn't use rex.notebook package the better fix would be to remove the corresponding entry from |

Newly released 1.21.4 is while trying to build a wheel. We can reconsider when/if they add wheels for this version back.
