According to zeronoe's twitter on https://twitter.com/Zeranoe/status/1300596971934224385, original links you provide to get FFMPEG have been unavailable, so the guide of ffmpeg installation in this page need to change.
But I haven't find a official source of FFMPEG bulid for windows, thus I only add a note behind the unavailable links and provide a unofficial repo that I've discovered. This repo makes a autobuild of FFMPEG daily and it works for my installtion of Malmo. If you think there's another way to make a change to this guide it's okay to edit and add new commits.
