Remove WinRT.Host.Shim.dll from .NET 9 folder given it is one we explicitly exclude / include as needed so we don't need it for both TFMs and this avoids having to add logic to remove the one being included from .NET 9 when targeting .NET 9 in addition to the .NET 8 one which there is logic today to remove.
