Adds the ability to change the network interface the prometheus_client is listening on. To keep the behavior of listening on all network interfaces with a ipv4 address supply "0.0.0.0" to the new
metrics.hostnameconfig parameter.metrics.hostnamewas chousen as the name for the config parameter to conform to the already existingappservice.hostnameparameter.The
appservice.hostnameparameter was not used to be able to have the prometheus_client listen on a different interface than the appservice.
