Update action versions, pin to commit hashes

Publishing docs from #60 failed since the workflow was using an old version of upload-pages-artifact which referenced a deprecated version of upload-artifact. Let's try to do a better job of keeping actions up to date and working in the future.

• Bump all action versions to latest.
• Pin versions to commit hashes. This is a practice I've followed pretty much the entire time I've used GitHub Actions. Slightly more piece of mind, and not much more maintenance with Dependabot. https://docs.github.com/en/actions/security-for-github-actions/security-guides/security-hardening-for-github-actions
• Add Dependabot with monthly along with CODEOWNERS to auto-assign PRs to myself and @liquidz00.
• Support publishing docs from a manual run with workflow_dispatch. Once this PR is merged I'll use it to retry the failed run linked above.
