Let's add a missing decimal: Apache 2.0 license
All code in our repositories is to be released under the Apache 2 license, document that when adding a new repo. Also added some more details about how to add a new maintainer to the repo. Signed-off-by: Elizabeth K. Joseph <lyz@princessleia.com>
