Overview
Bumps the SDK release from 0.31.1 to 0.32.0 and refreshes release metadata (CHANGELOG.md, .release-please-manifest.json, _version.py, and OpenAPI stats).

Updates the generated auth models (AuthAgent and ManagedAuth) to include a new optional can_reauth_reason field, letting API consumers see the reason automatic re-authentication is or is not possible.
