This isn't exactly identical to the previous behaviour. If there happened to be an empty AccountInfo already stored under address this will now set created to true whereas before it would be false. Maybe it's impossible to store an empty AccountInfo though?

empty accounts are illegal in EVM rules, so we can treat this as equivalent
