I found an issue with
github querywhen a repo has been transferred to a new user. My understanding of the problem is that the Github API returns values in a different order when the repo has been transferred. In the first image below, the current version ofgithubworks fine when I query the original repopip-technical-team/pip, but It fails when I call the new official repo,worldbank/pip(second image).working fine

In this PR, I made some modifications so it always reads the tags correctly.
