This PR adds a GitHub Actions workflow to automatically sync repository labels from a centralized labels configuration stored in an external repository (groundsgg/.github).
Changes:
- Added a new GitHub Actions workflow file for label synchronization
- Configured the workflow to download labels from an external repository and sync them using the crazy-max/ghaction-github-labeler action
- Set up dry-run mode for pull requests to preview changes before applying them
