Provide a more precise description of mixed statements. Add descriptions for Format and ModuleOption.
Previously, these warnings caused FORM to terminate with a failure status.

Here is a minimal implementation that relaxes the ordering constraints between $-variable-related
ModuleOptionstatements (sum,maximum,minimumandlocaloptions) and other statements.Previous discussions: #296, #188.
