Registry modifier ULID

This is a chess move, thinking ahead when needing to support ULID's, in preparation for https://github.com/cycle/entity-behavior-identifier see 🎟️ cycle/entity-behavior-uuid#13

Needing this and cycle/database#233 merged in order finish implementing ULID's within https://github.com/cycle/entity-behavior-identifier

🔍 What was changed

Not allot, just added methods for determining whether a type matches ulid and creating a ulid type column.

Looks like we need to bump up the cycle/database dependency to ^2.14.

@roxblnfk Will cycle/database#230 or a fix for this problem make it into the 2.14 release? It's currently a pain point and I would prefer not having to override the class.
