Document Optional/Get-InstalledApps.ps1 usage in README

Motivation

• Add documentation for the optional PowerShell software crawler so operators know its purpose, configuration expectations, and when to use it for small deployments.

Description

• Inserted a Usage entry for Optional/Get-InstalledApps.ps1 describing that it writes to the smcrawler MySQL table, requires the MySQL .NET connector and access to smapp.ini, and will look for smapp.ini in the parent folder when run from the Optional directory.

Testing

• No automated tests were run because this is a documentation-only change.
