This PR proposes the addition of pointer casting functions to SYCL in order to simplify casting of the
multi_ptrclass.It adds the following functions:
static_pointer_castdynamic_pointer_castconst_pointer_castreinterpret_pointer_castIt also simplifies casting to a
constvariant of themulti_ptr, provides better handling ofconstqualifiers in general, and provides better handling of thevoidspecialization.
