Improved accessibility in Camera Fragment by adding explicit android:labelFor associations between labels and spinners, and hiding decorative elements from screen readers.

Added `android:labelFor` attributes to TextViews associated with Spinners in `fragment_camera.xml`. This improves accessibility for screen reader users by explicitly linking labels to their corresponding form controls. Also marked a decorative divider as `importantForAccessibility="no"`.

- `textViewEncoding` -> `spinnerEncoding`
- `textView4` (Sensor) -> `spinnerCam`
- `textView3` (Resolution) -> `spinnerRes`
- `textView42` (Quality) -> `spinnerQua`
