- Use FormatMultiplierDisplay() to show clean tax rates without trailing zeros
- Display '8.3' instead of '8.300000', '8.25' stays '8.25'
- Show blank fields for 0% tax rates instead of '0.000000'
- Update changelog with the improvement details
