Update g4bnb versions & add back the bypassed version check

Description

Update g4bnb to v1.1.1 after bugfix & add back the bypassed version check.
This should merge with the sbnd_data PR
SBNSoftware/sbnd_data#6

Looks good, and thanks for re-adding the version check!

I think we can merge this, but there is currenlty an issue with flux systematics (SBNEventWeight). They don't work with these flux files. I am going to submit an sbndcode PR with a fix next week.
