This PR updates the Supera hyper-parameters used for SBND to new values reflecting updates to the major simulation/reconstruction changes that have accumulated over the past several months. The study is documented here and was presented at an SBND Reconstruction Working Group meeting.

Resolves #601

This is intended for the SBND Fall Production. No backwards support for the SBND Spring Production is requested.
