Clarify internal reference in by-laws about elections#117

Article II item 8 does not exist, and did not exist in the first draft either. This might have been intended to refer to 5(b)?

I'm not entirely sure what this was originally trying so say, and if 5 about quorum is the right cross-reference. I think this is a mechanism to allow the membership to elect the 3 officer roles, as an alternative to letting the board elect its officers. |
