Fixes a segfault if a provided repo has no workflows, or if the token used in the exporter doesnt have all the required permissions. Still logs errors appropriately.
Adds metrics for runner busy status to allow monitoring of when to scale runners based on how many runners are idle or in use at any given time. This was tested with PR Labbs#19 for ORG runner metrics as well without issue.
