Infinicore赛题T1-1-4: 算子sum,topk,var,var_mean,all。GPU使用ninetoothed实现，ntops仓库pr地址。记录
topk因ntl.sort不支持同时返回索引，暂用迭代选择法实现var、var_mean若使用welford方法效果应该更好，暂用two-pass来实现all算子的GPU实现中，若out是不连续输出的使用copy_时会有问题，copy后仍无法对齐，不连续输出的测例无法通过测试截图
