FMI, I'm not morally opposed, but what's the use case here? I can't ever remember a project where we wanted to do this (so it might be good to document when it IS useful)

When DOWNLOAD_FILES = True then it downloads all the files for the well but we have the pipeline set to only run on site 2. This will minimize file download by only downloading the site/s passed.

Also, a postdoc and I were talking about it and he was mentioning that with some regularity he forgets to re-check the flag module in pipeline in between performing local assay dev and running the pipeline in DCP and so accidentally runs assaydev on all sites. (And he's definitely not alone in that regard!). So having assaydev_persite bypasses that issue.
