What does this PR do?
As reported by #1131, the logic on getDisplayMaxRefreshRate does not fallback gracefully to the default refresh rate if display.supportedModes happens to be an empty array, as it appears to happen on some Samsung foldable devices.
Motivation
The SDK should not crash the host app.
