Large warning displays even with suppressed banner

Describe the bug

Banner set to not display. Still get huge post banner warning about AI.

Affected version

GitHub Copilot CLI 0.0.401

Steps to reproduce the behavior

1. banner is set never or once in config file
2. banner doesn't display
3. however, the large post banner displays. GitHub Copilot v0.0.401
   Copilot uses AI. Check for mistakes.
   I would consider this part of the banner.

Expected behavior

Either totally suppress the post animated banner message or make it a single line warning.
