MsRenderPresentLatency reports incorrectly #575

MsRenderPresentLatency and MsUntilDisplayed don't line up even in scenarios where they should(no composition, exlcusive fullscreen etc.).
The exact same scenario, when using nvidia frameview will give matching MsRenderPresentLatency and MsUntilDisplayed.
Also when processing the same trace with 1.10.0, "msUntilRenderComplete"(which I assume should be the same thing as MsRenderPresentLatency) and MsUntilDisplayed match.

This issue also affects MsGPUTime, MsGPUBusy, MsGPUWait.

I'm attatching a csv, just to show the discrepancy between MsRenderPresentLatency and MsUntilDisplayed in a scenario where they should match.
